Wemustunderstandtheconnectionsbetweentheclimatecrisisandtheafflictionsofpoverty,hunger,HIV-aidsandotherpandemics.Astheseproblemsarelinked,sotoomustbetheirsolutions.Wemustbeginbymakingthecommonrescueoftheglobalenvironmentthecentralorganizingprincipleoftheworldcommunity.
Fifteenyearsago,Imadethatcaseatthe「EarthSummit」inRiodeJaneiro.Tenyearsago,IpresenteditinKyoto.Thisweek,IwillurgethedelegatesinBalitoadoptaboldmandateforatreatythatestablishesauniversalglobalcaponemissionsandusesthemarketinemissionstradingtoefficientlyallocateresourcestothemosteffectiveopportunitiesforspeedyreductions.
HeadsofstateshouldmeetearlynextyeartoreviewwhatwasaccomplishedinBaliandtakepersonalresponsibilityforaddressingthiscrisis.Itisnotunreasonabletoask,giventhegravityofourcircumstances,thattheseheadsofstatemeeteverythreemonthsuntilthetreatyiscompleted.
Wealsoneedamoratoriumontheconstructionofanynewgeneratingfacilitythatburnscoalwithoutthecapacitytosafelytrapandstorecarbondioxide.Andmostimportantofall,weneedtoputapriceoncarbon—withaCO2taxthatisthenrebatedbacktothepeople,progressively,accordingtothelawsofeachnation,inwaysthatshifttheburdenoftaxationfromemploymenttopollution.Thisisbyfarthemosteffectiveandsimplestwaytoacceleratesolutionstothiscrisis.
Theworldneedsanalliance—especiallyofthosenationsthatweighheaviestinthescaleswhereearthisinthebalance.IsaluteEuropeandJapanforthestepsthey』vetakeninrecentyearstomeetthechallenge,andthenewgovernmentinAustralia,whichhasmadesolvingtheclimatecrisisitsfirstpriority.
Buttheoutcomewillbedecisivelyinfluencedbytwonationsthatarenowfailingtodoenough:theUnitedStatesandChina.WhileIndiaisalsogrowingfastinimportance,itshouldbeabsolutelyclearthatitisthetwolargestCO2emitters—mostofall,myowncountry—thatwillneedtomaketheboldestmoves,orstandaccountablebeforehistoryfortheirfailuretoact.
Bothcountriesshouldstopusingtheother』sbehaviorasanexcuseforstalemateandinsteaddevelopanagendaformutualsurvivalinasharedglobalenvironment.
Thesearethelastfewyearsofdecision,buttheycanbethefirstyearsofabrightandhopefulfutureifwedowhatwemust.Nooneshouldbelieveasolutionwillbefoundwithouteffort,withoutcost,withoutchange.Letusacknowledgethatifwewishtoredeemsquanderedtimeandspeakagainwithmoralauthority,thenthesearethehardtruths:
Thewayaheadisdifficult.Theouterboundaryofwhatwecurrentlybelieveisfeasibleisstillfarshortofwhatweactuallymustdo.Wearestandingatthemostfatefulforkinthatpath.SoIwanttoendasIbegan,withavisionoftwofutures—eachapalpablepossibility—andwithaprayerthatwewillseewithvividclaritythenecessityofchoosingbetweenthosetwofutures,andtheurgencyofmakingtherightchoicenow.
